APRIL 26, 2017 – Along with assisting in the development of the Provincial quality standards (one of two funding components of the Health System Funding Reform) for mental health, Ontario Shores Centre for Mental Health Sciences will ensure that its Clinical Practice Guideline implementation is aligned with the Provincial Quality Standards in preparation for the implementation of quality standards in Mental Health which are likely to be implemented provincially in 2017-18. In 2016-17, Ontario Shores implemented quality standards for schizophrenia, depression, and dementia with behavioural disturbance, which provided an opportunity for:

  • Aligning incentives to facilitate adoption of best clinical evidence-informed practices
  • Appropriately reducing variation in costs and practice across the province while improvement outcomes
  • Ensuring we are advancing right care, at the right place, at the right time

Further Details

The implementation included the followingCompletion of a gap analysis assessment between the CPG as implemented at Ontario Shores and the Quality Standards developed in these areas of focus;

  • Identification of gaps and implementation where required to align with the quality standards
  • Development of recommendations for priorities of focus with regards to adherence and outcome measures
  • Development of a measurement plan including specification of measures of success for 2016-2017 for the priority areas of focus
  • Development and implementation of change management plan(s) as needed to achieve the targets as defined in the measurement plan
  • Monitoring adherence and improving adherence, where applicable, to the clinical practice guidelines/Quality Standards implemented
  • Monitoring research related to adherence to clinical practice guidelines and clinical outcomes to inform work going forward
  • Development and implementation of the next phase(s) of the evaluation/research plan, including exploration around incorporating patient reported outcome and experience measures

Dr. Ilan Fischler is the Physician-in-Chief at Ontario Shores Centre for Mental Health Sciences (Ontario Shores), in addition to being the Medical Director, Clinical Informatics and a Geriatric Psychiatrist on the Geriatric Dementia Unit. He is an Assistant Professor in the Division of Geriatric Psychiatry in the Department of Psychiatry at the University of Toronto and also provides Geriatric Psychiatrist services at North York General Hospital. At Ontario Shores, he provides leadership for medical professional practice and champions the quality and safety of medical practice and care. He is innovative, passionate about how the application of technology can advance the mental health care system and he is dedicated to providing recovery-oriented care to the patients he serves. Dr. Fischler joined Ontario Shores in 2007. In addition to his role as Medical Director, Clinical Informatics, Dr. Fischler was the Physician Champion for the implementation of the hospital’s fully integrated Electronic Medical Record. He has provided leadership at the provincial level in the development of quality standards for mental health that will be applied across the system.Dr Fischler is an active researcher and educator who has published and presented in the areas of e-health, dementia and the implementation of Clinical Practice Guidelines. He has received numerous individual and team awards for his clinical achievements and innovative leadership including the 2015 Clinical Leadership Award from COACH: Canada’s Health Informatics Association.
